ChamberFeed: Data Sourcing & Compliance Statement
Prepared for licensee compliance and legal review. Version 1.0, November 2026.
1. What ChamberFeed Provides
ChamberFeed is a technical data provider. It captures and time-stamps events from public court proceedings and public court publications at the New York County Supreme Court, Commercial Division (60 Centre Street, New York, NY 10007) and distributes them as structured, machine-readable signals. ChamberFeed does not provide legal opinions or investment advice.
2. Sources (All Public)
- Public court websites. Pages published by the New York State Unified Court System for the New York County Commercial Division (justice pages, part rules, calendars, news and administrative orders), and documents linked from them. Pages are read at a modest, fixed interval during court hours using standard web requests; ChamberFeed does not bypass logins, paywalls or access controls, and does not access non-public systems.
- Open courtroom proceedings. Proceedings that are open to the public, attended in person by ChamberFeed personnel seated in the public gallery like any member of the public. What is captured is what any attendee could hear.
- Publicly posted notices. Calendars and notices posted in public areas of the courthouse.
3. What ChamberFeed Does Not Do
- No payments, gifts or favours to court staff, clerks, attorneys, parties or anyone with access to non-public information, and no solicitation of "early" or "advance" information from them.
- No access to sealed, confidential or restricted filings, or to any document before its public release.
- No audio or video recording, and no photography, inside courtrooms. Photography elsewhere in the courthouse is done only where courthouse rules permit; otherwise notes are taken by hand or typed.
- No use of credentials, accounts or systems that are not available to the general public.
- No knowing receipt or distribution of material non-public information (MNPI). Any information later found to have come from a non-public source is withdrawn and retracted on the feed.
4. How Signals Are Produced
- Courtroom signals are entered by a ChamberFeed operator immediately after a ruling is announced in open court, using pre-defined outcome buttons (e.g. "Motion denied"), optionally followed by dictated context.
- Website signals are produced automatically when a monitored public page changes; the change and the source URL are recorded.
- Machine enrichment (company/ticker matching, motion classification, sentiment) is applied afterwards and is labelled as such. Operator entries take precedence over automated classification.
- Signals reflect what was announced or published. They are raw and unedited; they may be incomplete and may be corrected. Errors are corrected by an explicit retraction or context update on the same event, broadcast to all real-time licensees at the same time.
5. Equal, Controlled Distribution
- Each signal is delivered simultaneously to all licensees entitled to the real-time tier; no licensee receives a signal earlier than another real-time licensee.
- Real-time access is limited by contract (Data License Agreement, Section 3). Delayed-tier licensees receive data 15 minutes after capture.
- Licensees may not redistribute the data (Data License Agreement, Section 2).
6. Record-Keeping & Audit
For every signal ChamberFeed retains: the capture timestamp (UTC, microsecond precision), the source (courtroom attendance or source URL), the operator or automated process that produced it, any later context, corrections and retractions, and the time of distribution. Comparison timestamps (e.g. when the same information appeared on the official docket or in news media) are recorded where available. Records are kept in an encrypted database with access limited to ChamberFeed administrators and can be made available to a licensee's compliance function on reasonable request.
7. Security
Data is transmitted over TLS. API keys are stored only as cryptographic hashes and can be revoked at any time. Access ends automatically at the end of a trial or licence. Infrastructure runs on Amazon Web Services in the United States.
8. Licensee Responsibilities
Licensees are responsible for their own compliance review, trading decisions and use of the data under their policies and applicable law.
